A new row over torture is raging in Washington, after Vice President Dick Cheney said it would be an easy decision to dunk terror suspects in water if doing so would save lives.
The White House denied Cheney had endorsed the controversial interrogation technique of simulated drowning, or "water boarding," after rights groups complained his remarks were tantamount to backing torture.
