Foley Scandal: Deliberate Distraction from Failed Wars?

Not only are we in a quagmire in Iraq but the Taliban -- which we overthrew in 2001 -- are making a comeback, threatening to take the country back(literally and figuratively). Its so bad that top Republicans are calling for surrender by allowing some Taliban back in the government. The situation over there is so bad that Republicans might be welcoming the Foley scandal. I wouldn't put it past Karl Rove that he isn't devising some kind of siniter plan to maintain control of Congress:
I've heard people wondering whether Foleygate isn't some kind of elaborate nine-bank trick shot, all orchestrated by Karl Rove to: 1) distract the public from the freedoms Bush suspended last week in his updated malleum maleficarum; 2) hit a scandal peak early; which can then 3) be blamed on the Democrats via a campaign of insinuation and outright lies; after which 4) Rove will unleash some as of yet unknown hideously diabolical October Surprise.

WeThePeople also posited the Foley theory:
Karl Rove promised an October surprise. Is the Rep. Foley (R) issue that surprise? Was this what was planned to keep the conversation going into the elections off Iraq? Is Karl Rove going to smile as somehow he leaked this Foley story out while all along they had known this for the past 3 years?

Or we could have another international incident that takes the press' short attention away from a domestic sex scandal that is already weeks old:
Gunfire rang out Saturday along the heavily armed no man's land separating the divided Koreas, as regional tensions mounted in anticipation of communist North Korea's plan to test its first atomic bomb.
