October Surprise: When and Where?

Bush is a very desperate man. Latest predictions suggest that the Democrats have a very good chance of gaining control of both house of Congress. The suspicious drop in oil prices have not worked. If the Dems do gain control that could mean impeachment proceedings. Bush can't let that happen. He will pull something just before the elections in November. What will that be?

This is what former Presidential candidate, Gary Hart, had to say:
