Pentagon Increases Propaganda War, Not Fighting Capability

Rather than improving our soldiers ability to defend themselves in Iraq, Rumsfeld is instead stepping up the propaganda war:

The Pentagon has begun a new "rapid response" operation to quickly respond to news media stories critical of Defense Secretary Donald Rumsfeld and the war in Iraq, as well as other stories the Defense Department leadership doesn't like.

If Cheney knew that the insurgents would step up the violence against our troops over in Iraq, then why didn't he and his boss not take measures to prevent it? Isn't that betraying our soldiers?:
