Its Working in Serbia. Why not in Iraq?

Serbia is the model for what needs to be done in Iraq. Tragically the politicians (with the exemption of Senator Biden) in the U.S. are too much whores to realize it:
The United States on Monday urged support for a United Nations blueprint for the eventual independence of Serbia's Kosovo province, which Russia says must first win the backing of Belgrade.

"The United States believes that this is an excellent proposal," Washington's Kosovo envoy, Frank Wisner, told reporters in the Kosovo capital, Pristina.

Its been over 7 years since the civil war ended:
Kosovo, where 90 percent of the 2 million people are ethnic Albanians, has been run by the United Nations since 11 weeks of NATO bombing in 1999 drove out Serb forces accused of killing and expelling civilians in a two-year counter-insurgency war.
