Bush Wagging the Dog

Expect Mr. Bush to wag the dog sometime in the future. The administration has recently put out a report calling Iran the greatest threat to America. James Carville has been quoted as saying that the dog would be wagged just in time for the November elections. Carville would know, it worked for Clinton.
